Unfortunately, Gallegly’s zeal to get tough on immigrants would have profound consequences for California and the rest of the United States.
California’s agriculture and food production are the envy of the world. The state’s farmers not only help feed the world, but keep prices low and jobs here in the United States. Yet this great agricultural machine is under assault by one of California’s own members of Congress: Elton Gallegly. Instead of embracing the business-labor compromise bill known as AgJOBS that would legalize farm workers and make changes to the H-2A guest worker program, Gallegly is trying to divide the business community from labor leaders and destabilize the agriculture industry in the process.
My representative in Congress, Elton Gallegly (R-CA24), is a useless backbencher. He works to oppose animal "crush" videos, which is a minor positive, while voting in lockstep with Republicans the rest of the time. And he's been questioning the Fourteenth Amendment, trying to end automatic citizenship for children born in the United States, since 1991. But this year, he's considering joining the House Tea Party Caucus.
Enough is enough. So when MoveOn asked me to host a rally outside Gallegly's office tomorrow afternoon, I agreed. What have I gotten myself into?
I am proud to announce that last night, the Ventura County Central Committee became the first committee nationwide to approve the FireDogLake resolution only supporting such healthcare reform as contains at least the choice of a robust public option. Robert Cruickshank's Central Committee in Monterey had the resolution on the agenda, but did not get to it before the scheduled adjournment.
This is part of a national effort to get Democratic clubs and central committees nationwide to adopt similar resolutions over the coming month, and forward them on to Congressmembers whose districts are geographically aligned with the county/club making the endorsement. My brother and fellow Calitician Dante Atkins helped rewrite the language of the resolution so that it fit with California resolution rules.
If you are a member of a Democratic or progressive club--or, better yet, a member of your Central Committee--I highly encourage you to submit the same or very similar resolution to your local club/committee as well, in order to leverage maximum pressure on your representatives.
The text of the resolution adopted by the VCDCC was as follows:
WHEREAS, the heath care system of the United States is in crisis, with almost fifty million Americans lacking any health insurance, tens of millions more lacking adequate coverage, and millions more who do have private coverage paying increasingly unaffordable premiums, resulting in inadequate access to care and premature death, illness, or financial ruin for millions of Americans; and
WHEREAS, public polls show that an overwhelming majority of Americans want health care reform to offer the choice of a robust public option similar to Medicare in order to, in the words of President Obama, "keep the insurance companies honest," while co-ops or so-called "triggers" are inadequate in and of themselves to address the health care crisis by creating significant competition for the medical insurance industry; and
WHEREAS, Republicans and their allies in the health insurance industry have organized and funded groups of extremists to disrupt efforts on the part of the Democratic majority and administration to reasonably discuss the issue with the American people, and have demonstrated an utter unwillingness to compromise in any way to pass meaningful health care reform;
THEREFORE BE IT RESOLVED, that the Ventura County Democratic Central Committee urges Democratic members of Congress to vote for only such healthcare reform proposals as contain at least the choice for a robust public plan at all stages of the legislative process including conference and reconciliation, and encourages Democratic legislators to use any available parliamentary means to pass such reform;
BE IT FURTHER RESOLVED, that the Ventura County Democratic Central Committee shall send a copy of this resolution to all members of Congress who represent at least a part of the geographic region of which this Committee is the officially sanctioned body of the Democratic Party.
The resolution will be forwarded on to Elton Gallegly and to Lois Capps. Capps has not signed the FDL pledge even though she represents a D+10 district; FDL is also placing phone pressure on 106 Democratic representatives in such districts to encourage them to sign the pledge for a public option.
Democrat, Marta Jorgensen announced today that she will be running for Congress in the 24th Congressional District, the seat held by Republican Elton Gallegly for the past 22 years. Last year, she was the Democratic nominee and with barely $20,000, Marta was able to win 42% of the vote.
Polling shows that voters in the 24th Congressional District are tired of Elton Gallegly and they want change. They want someone who can deliver healthcare and environmental reforms that will jump-start the economy.

Lots happening down in CA-24. Brian Dennert has several scoops. First, Elton Gallegly's anemic fundraising:
What's on his agenda? He doesn't appear on television much, he doesn't hold town hall forums, and he isn't going to be passing much legislation being in the minority party. In the last quarter he raised: $42,057.75
Should Democrats and Republicans interested in running get encouragement from those numbers that he might be retiring? He does have more than $800,000 in his warchest which should prove effective at protecting him if he does run again. But is a slow fundraising period a sign that he is retiring?

If we learned nothing else from Travis Childers' incredible victory in the R+10 MS-01, it is that all but the verry most conservative Republican House seats are in play and winnable this election cycle. Democrats who may not have had a legitimate shot in other election years have a decent shot of taking over otherwise impossible districts this year.
What that also means is that many Democrats in swing districts that are trending blue may actually be favored to win this year--even if they're not technically on the front radars of organizations like Blue Majority or the DCCC's Red to Blue list. Of course, demographics aren't everything: the candidates themselves have to be capable, determined and charismatic.
Those of you who follow House races closely know that CA-24 is one of the under-the-radar races to watch this year. Though it's not getting a lot of attention in the national media, this district is one that could end up surprising a lot of people who aren't watching the trends on the ground.
The race features Mary Pallant, the progressive Democrat, going up against Elton Gallegly, a do-nothing rubberstamp Republican, in an already purple district that is turning increasingly blue and is filled with abnormally large numbers of independent voters. Pallant is also being challenged in the primary by Jill Martinez; however, given that Martinez is still over $93,000 in debt from her previous campaign, it is unclear how vigorous a challenge she will be able to mount to either Pallant or Gallegly.

As most of us progressives sit on pins and needles helplessly watchful on the eve of the eagerly awaited Pennsylvania primary, I want to ask you for your help. I have often written in support of Barack Obama, but tonight there is little I or other Obama supporters can do to help Obama.
What we can do, however, is support Democrats looking to fulfill Obama's vision: expand the map, compete everywhere against the Republicans, stand unabashedly for Democratic values, and win in races that we should win, but that no one thought possible before.
Here in Ventura where I live, we have just such a Democrat, and her name is Mary Pallant.

Turnout from Tuesday's primary by party. Every district with a Republican leaning PVI plus Barbara Lee just for fun and comparison's sake. Of the Republican leaning districts, Dem turnout was higher in 8 and close in several others. Might be an interesting November. Just sayin.

Update: I should have mentioned in the first place, there are still no Democratic candidates in CA-02, CA-19, CA-22, or CA-25. Turnout was dead even in the 19th and higher for Dems in the 25th, just for starters.
There's some real data in the form of third-quarter fundraising numbers to pore over, and events in Washington and at home have served to focus on some of our Congressional candidates here in California. Plus, believe it or not, we're only about a year out from Election Day. Let's take a look at the top ten races.

As the smoke begins to clear in San Diego, the stories and reactions to the fire will start competing with the recovery effort atop the fold. First on the minds of many in government seems, not surprisingly, to be response time and firefighting capacity. Unforunately, Republicans are again demonstrating that they make up in bluster what they lack in remote semblance of coherence. Southern California Republican Congressmen such as Duncan Hunter, Brian Bilbray, Darrell Issa, Jerry Lewis, Elton Gallegly and Dana Rohrabacher have been lining up for every available reporter to knock Governor Schwarzenegger and the state's CalFire bureaucracy for supposedly impeding firefighting efforts throughout the region last week. They've flown so dramatically off the handle in fact that even Chris Reed has it right on their craziness- or at least part of it:
The congressmen who are doing such a good job exposing the state's bureaucratic tomfoolery in its wildfire response have some explaining to do themselves. Couldn't they have spared an earmark to cover the cost of outfitting the California Air National Guard's C-130 with a fire-retardant tank, something that was promised to happen after the 2003 wildfires but never did?
Instead, Duncan Hunter funneled $63 million into the DP-2 Vectored Thrust Aircraft boondoggle. And Dana Rohrabacher worried more about buying expensive planes the military didn't want than about helping California's wildfire-fighting capacity. This is from a May story in the Washington Post:
... Rohrabacher (R-Calif.) has made one of the biggest earmark requests in the new Congress, seeking $2.4 billion to build 10 more C-17 planes -- which the Pentagon has said it does not need.
These gentlemen have ended up discussing almost every issue in the country, all in the context of the fire. And they've managed to be completely wrong every time. So without further ado, an "oh the humanity" sampling from the past week.

There are a little over 13 months until Election Day, and with the end of the 3rd quarter on Sunday (donate), this election is really not that far away. In fact, CQ Politics has put out their initial assessment of the House landscape. It's favorable for Democrats, but predictably, there are only two California seats on that radar: CA-04 and CA-11. But there have been a lot of developments in the other races throughout the state as well.

We have 15 months to go before Election Day, and it's time for another roundup of Congressional races. I am going to continue to focus on the top 10 challenges to Republican incumbents. There is certainly a concern in CA-11 with the Jerry McNerney/Dean Andal race, particularly after McNerney's "I'm a moderate" comment seemed to depress supporters. On the bright side, he did vote against the ridiculous FISA bill. And as we go into September, I would hope he would continue his efforts to end the occupation of Iraq. I will certainly cover the McNerney race in future roundups.

With 16 months to go before Election Day, some Democratic challengers are getting a little more visible in their efforts to unseat Republican incumbents. I see good news at the very top of the target list, and elsewhere we're still waiting to see who will run. Let's focus on the top 10 races where a Republican is currently serving, knowing that we are still going to have a fight in CA-11 to re-elect Jerry McNerney (although that probably won't be against Guy Houston, who may be on trial for fraud at the time).

The LA Times writes a story about a possible challenge in CA-24, one of the few Congressional districts in the state which is somewhat purple (registration is 44-34 Republican, but with a lot of DTS votes), by a big-name Democratic opponent.
For months now, Democratic activists have been urging Ventura lawyer Richard Francis to run next year for the seat held by Elton Gallegly, Ventura County's longtime Republican congressman.

I just received this email from the campaign of Brett Wagner suggesting that Elton Gallegly may step down by the end of the year, kicking off a special election.
There are no Senate seats up in California in 2008, and no statewide offices up for election, so the biggest seats outside of the Presidency will be in the House of Representatives. While we're 18 months out, I thought I'd give a snapshot of what races are most inviting for a Democratic pickup.
I'm going to concern myself solely with pickup opportunities, because the only realistic possibility of a GOP pickup is in CA-11, and I'm confident that Jerry McNerney and his grassroots army can handle whatever's thrown at him, plus he'll have the power of incumbency and the focus of the CDP. There may be some retirements that would make things interesting (Lantos, Stark, Woolsey), but those are very blue areas. So let's look at the best opportunities to add to the Democratic majority:
