Kucinich: I'm The Only Candidate Who Will Truly End The War

"You can't say you're against this war if you won't vote to cut off funding." That's the challenge Dennis Kucinich says he will take to the other Democratic presidential candidates this afternoon when he addresses the California Democratic Party convention in San Diego.

Kucinich attacked a provision in a recently passed supplemental spending bill that he says would force the Iraqi government to give up control of its oil under the pretense of environmental protection. "Most of the media and have no clue" about this provision of HR 1591, known as the Hydrocarbon Act, said Kucinich.

California Legislative Primary Progressive Commando Attack

• 80 state Assembly members/40 state Senators/53 members U.S. House of Representatives from California. Total of 3 = 173. Assembly & U.S. House members have 2-year terms; state Senators have staggered 4-year terms, with half (20) up for re-election every 2 years. So the total numbers of members of legislative bodies elected from California every 2 years is 153. (80 Assembly + 53 U.S. House + 20 state Senate). During 2004 in the general election NOT A SINGLE ONE of the 153 seats changed hands between the Democrats and Republicans. During 2006, a single legislative seat of the 153 total changed hands between the parties - Jerry McNerney defeating Richard Pombo for re-election to the U.S. House. So California Democrats didn't gain a single seat in the state legislature in spite of the fact that Democrats nationally were gaining 325 seats in state legislatures, making gains in 42 of the 45 states holding legislative elections. So trying to affect the partisan composition of the California state legislature is a big fat waste of time, especially outside the 8 or so seats that have even the remotest chance of changing hands between parties.

Look at any election results map and you would think that California is two states. Progressives democrats have a very strong hold on coastal areas, especially Los Angeles and San Francisco, with conservative, moderates and republicans claiming majority status on most of the inland areas.

One group of people sees change in the air and wants to bring more progressive attitude into the central valley and foothill areas. They call themselves the "Coalition of California Central Valley County Central Committee Chairpersons" — the "7 C's," for short — and though the name might not stick, they have banded together to get the attention of CDP Chairman Art Torres and the California Democratic Party. Their strategy is to get more party resources devoted to California's rural counties, and turn "red counties blue."

S.F. Democrats Tell Congress to (Seriously) End the War

I wrote this for today's Beyond Chron, San Francisco's Alternative Online Daily.

Last night, the San Francisco Democratic County Central Committee (DCCC) passed a resolution urging Congress to (a) revoke the Iraq War Resolution of 2002, and (b) cut off all funding for the War -- except as "necessary to provide for the safe and orderly withdrawal of all troops in Iraq." If Congress did this (which they are empowered to do under the U.S. Constitution), George Bush would have no choice but to end the war.

The DCCC is an elected body that represents all registered Democrats in San Francisco, and is the official voice of the S.F. Democratic Party. Despite protests from Nancy Pelosi's proxy, and attempts to water down the resolution, DCCC members made it clear that the House Speaker's constituents -- and the nation as a whole -- oppose this illegal and unjustified War that has killed over 3,000 American soldiers. If we really want to "support our troops," they said, we need to bring them home now.

Building Infrastructure on Local Issues

Guest-blogging at the Cafe San Diego blog today is Murtaza Baxamusa, senior planner, Center on Policy Initiatives.  It's a relatively brief, bullet-point rundown of ways in which San Diego has been fiscally irresponsible with its development deals over the past 10 years or so.  It's by no means an exhaustive list and it by no means covers everything that's wrong with the given examples (Qualcomm Stadium, College Grove Wal-Mart, Navy Broadway Complex).  The real kicker- the part that has implications to everything we do here and everywhere else online- comes right at the end:
The last example illustrates how our officials are sold on the idea that any development benefits the community. Seldom does anyone sit down with a calculator and fill in the costs and benefits columns. The CEO of the downtown redevelopment agency, Nancy Graham, recently told reporters: "We don't get into the financial analysis, and neither does the city."

This is to the (respectively) radicals, leftists, liberals, moderates, and conservatives who could conceivably fit within the political scope of Daily Kos and/or the Democratic Party.  It is also to the rest of us, of course.  I've chosen the conceit of addressing this to California women not because of any pernicious influence of the Beach Boys, but because of a report I heard on a local NPR station this afternoon.  It made me sigh, it made me sigh at the fact that I was sighing, and then it made me think.  And now it is making me write.

Cindy Sheehan is coming to Southern California to participate in a rally outside of Rep. Adam Schiff's office, the report said.  It continued that Sheehan is being very critical of Nancy Pelosi for not doing more to stop the war.

OK, everyone, it's time to work out some rules.  Here's my first draft.

So, you want to rescue the California Democratic party and bring it back to its grassroots?  Get involved by participating in the delegate selection meetings that will occur around the state on January 14th -- either by running for a delegate spot yourself, or bringing a bunch of friends to cast votes for the right kind of people.

Governor – PHIL ANGELIDES
  California is a blue state that deserves a real Democratic Governor.  Mr. Angelides will enact progressive reforms in health care, provide more funding for public education, and ensure strong protections for our environment. 

Lt. Governor – JOHN GARAMENDI – The Republican candidate in this race is the most right-wing state legislator in office today.  Mr. Garamendi will use this office to promote Democratic values and help protect consumers and the environment.  We must stop McClintock from getting elected to this position, which is only a heart-beat away from the Governor’s office.  www.garamendi.org

State Treasurer – BILL LOCKYER – Mr. Lockyer, our current Attorney General, will win this office rather easily.  That’s fine, since he would be much better than his Republican opponent. 

Attorney General – JERRY BROWN – The office of Attorney General is the second most important office in the state.  Whatever you may think of Jerry Brown, he will no doubt be a much stronger Attorney General than his Republican opponent when it comes to protecting consumers and the environment.  We can’t afford another right-wing attorney general in our state.  Vote for Jerry.  www.jerrybrown.org

Insurance Commissioner – CRUZ BUSTAMANTE – This race is a disappointment with two rather mediocre candidates for an important statewide office.  The Republican candidate, STEVE POIZNER, is a multi-millionaire with no relevant experience in this area.  The Democratic candidate, Bustamante, has been a lackluster Lt. Governor.  Nevertheless, I choose Cruz, although I there are folks I respect who will be voting for Poizner.

STATE PROPOSITIONS:

1A – NO – Transportation Funding Constitutional Amendment.  This Amendment would prohibit the state from using the sales tax revenue on motor fuels for any purpose other than transportation funding as specified in the previously approved Proposition 42.  This is too restrictive.  Prop 42 was a mistake; this amendment would just make it worse by reducing much-needed flexibility in tough economic times.  It deserves a 'NO' vote. 

1B – Yes – Highway Construction and Repair, Transit Expansion, and Air Quality Bond Act.  This bond proposal will fund improvements and repairs to highways and local roads, as well as seismic upgrades of bridges.  Also provides funds for public transit and air quality mitigation near ports.  There are many things to not like in this bond proposal, but there are also some good things.  Additionally, we need to get this type of bond out of the way, so we can focus on High Speed Rail in 2008. 

1C – YES – Housing and Emergency Shelter Trust Fund Bond Act.  This bond proposal will fund important shelters for battered women and their children, as well as new housing for low-income senior citizens.  Also provides home ownership financial assistance for disabled residents and accessibility upgrades in apartment buildings. 

1D – YES – K-12 and University Facilities Bond Act.  This bond proposal will fund much-needed construction and renovation of public school facilities to relieve over-crowding, improve seismic safety, repair deteriorating school buildings, and fund vocational education facilities throughout the state.  Includes higher education facilities as well. 

1E – YES – Flood Disaster Prevention Bond Act.  This bond proposal will fund repairs and renovations to existing flood control structures, including levees along the delta. 

83 – NO – Sex Offenders Punishment, Restrictions and Monitoring.  This is a costly and mostly unnecessary initiative that will let every city and town expand residency restrictions for all sex offenders, even misdemeanor violators who served their time decades ago.  It would also require an expensive and unproven lifetime GPS tracking system that could take law enforcement resources away from going after truly violent predators.  See www.cacj.org for more info. 

84 – YES – Water Quality, Parks and Natural Resource Conservation Bonds.  This bond initiative authorizes $5.4 billion in bonds for improvements in water management and drinking water quality, protection of rivers, natural lakes and coastal fisheries, improvements in flood control projects, acquisition and enhancement of local, regional and state parks, protection of coastal watersheds and wildlife habitats.  More info at www.Yeson84.com. 

85 – NO – Parental Notification and Mandatory Waiting Period for Abortions by Minors.  This Constitutional Amendment would mandate that doctors deny an abortion to teenagers until the parent is notified and a waiting period has gone by. This measure creates onerous procedures for minors, including those in troubled families, to ob-tain a lawful abortion.  More info at www.NOon85.com. 

86 – YES – Increase in Cigarette Tax to Fund Health Programs and Emergency Room Expenses.  This initiative adds an additional 13¢ tax per cigarette to fund hospital emergency services, nurse training programs, nonprofit clinics, children’s health care coverage, heart disease, stroke and cervical cancer programs, and tobacco control research, among other health-related programs.  More info at www.Yesprop86.com.

87 – YES – Alternative Energy Funded by Oil Extraction Fee on In-state Oil Producers.  This initiative creates 10-year oil severance tax to fund much-needed clean energy and alternative fuel incentives, research and development.  All other oil-producing states currently have an oil severance tax except California.  Endorsed by Bill Clinton, Al Gore, and the Union of Concerned Scientists.  More info at www.Yeson87.com.

88 – YES – $50 Property Parcel Tax to Fund Public Education needs.  This initiative creates a modest $50 per parcel state property tax earmarked for much-needed public education expenses.  This is supported by Superintendent of Public Instruction Jack O’Connell. 

89 – YES – Public Financing of Political Campaigns and Campaign Spending Limits.  Known as the California Clean Money initiative, this proposition creates a system of public financing of state political campaigns funded by a minor increase in the corporate tax rate.  This will likely reduce the influence of private corporate contributors.  Supported by CA Common Cause, League of Women Voters, and the Alameda County Democratic Party.  More info at www.Yeson89.org.

90 – NO – Regulation of Private Property and Limits on Government’s Ability to Adopt Certain Laws.  This Constitutional Amendment is an extreme proposal that would cost taxpayers and local governments millions of dollars and make it much more difficult to enact new land use, housing, and consumer and environmental protection laws.  This is not merely about eminent domain—it’s about private interests versus the public interest.  Please vote NO!  More info at www.NoProp90.com.

Why Bill Clinton Stumped For Prop 87

Bill Clinton was in Los Angeles on Friday to promote Proposition 87, which would force oil producers (not consumers) to pay taxes on oil at the wellhead in order to fund renewable energies. 

California Progress Report has posted his full speech.

Clinton on what 87 will do for California:

Prop 87 will move California toward energy independence with cleaner fuels, with wind and solar power. There are people who don't believe you can do it. I do. Look at Brazil. Don't you think you can do it if they did it? They run their cars on ethanol.

Clinton on the myth that 87 is a tax on consumers:

Now, I know the oil companies have trotted out some economists in their ads. But let me ask you something: If they really thought you were going to pay for this, would they be spending all that money trying to convince you to vote against it? You need to know that California is the only state in America without any kind of extraction fee on its natural resources on oil.

Clinton on the larger picture of Prop 87:

California is being given an opportunity and an obligation to do something remarkable to save the planet and improve our national security and create the next generation of good jobs for the American people. That's what Prop 87 represents to me.
