Resolutions: Bybee Inquiry Not Pulled From Consent Calendar - On Its Way To Passage

A few other resolutions have been pulled and will be debated, but the Bybee resolution was not pulled, so the language as passed by the resolutions committee will soon pass the full Party, as long as there are no quorum calls or funny business.

Great stuff.

...UPDATE: It is done.  The consent calendar passed, and so the California Democratic Party has resolved to support an inquiry into Jay Bybee's conduct with all appropriate penalties, which would include impeachment.  Awesome.

Just wanted to check - I had to leave after the propostions got settled and before it got to the other resolutions.

Three resolutions pulled (5.00 / 1)
Oil Severance, Death Penalty Moratorium, and Majority Vote for Budget.  After more parliamentary wrangling than you can shake a stick at, all three passed as presented by the resolutions committee.

The health care resolution (0.00 / 0)
was also pulled, and unpulled, and then attempted-pulled, and finally ended non-pulled after a "friendly amendment" (which is illegal under Robert's Rules) changed the resolution from one supporting providing health care to "legal residents" of California to just "residents" of California -- something about which most of the delegates, so far as I can tell, were oblivious.

This is not to take a position on the merits of providing health care to all persons residing in the state either with or without legal authorization -- I can make the case either way -- but having a resolution passed by the Resolutions Committee providing health care to legal residents is clearly different from providing it for all citizens, and that the health care resolution was allowed to be changed from printed form based on the consent of the author alone was not a stellar moment for adherence to the party rules for debate (at least as I understand them.)

That the problem in that section was the totally incompetent management of the session by Inola Henry, who did not seem to understand what was going on, yet was determined to assert herself as if she did. It was quite a contrast between her poor stewardship and that of John Hanna and the guy who took over for him on the debate of the rest of the propositions, which was contentious on the merits but took place in an orderly way.

The very calm guy who took over during the second half of the proposition debate is Jim Hilfenhaus, who is with Laborers Local 300 in Los Angeles.

This or something like it -- leading to howls and frothing from the assembly -- has happened every time.  I think it's fair to ask that someone who is going to be chairing a committee like that should have good working knowledge of Robert's Rules.  Hanna mostly does a good job (though like many chairs who aren't being scrupulous he sometimes takes advantage of his position to editorialize too much.  The third guy, Jim, is an exemplary Chair.

I don't mean to get too negative about her; her one triumph at the end was getting that opponent of the oil extraction resolution to withdraw her quorum call.  I was surprised that she succeeded.
