Why I'm Running for Vice-Chair of the California Democratic Party

For the last few years, I've been quite involved in the CDP.  I care deeply about the California Democratic Party and the tactics and policies that it pursues. I know that this Party can be a vehicle for real fundamental progressive policy change at all levels of government. However, we have a wide range of obstacles in front of us in the coming years to ensure that we strengthen our Party for the challenges of the next generation. That is why I have decided to run for vice-chair of the California Democratic Party.

As Democrats, we are fortunate. We needn't concern ourselves with suppressing any voting blocs or hiding from our positions. The simple truth is that when the people come out to vote, we win. But turnout operations require people, thus we must become a truly people powered party. In word and deed. We need to continue the work of the neighborhood leader program, and build upon our recent successes. We need to register more voters, and then make sure they get to the polls.  That much we all know, but getting all that done requires a people-powered machine of volunteerism.

We must engage the grassroots of the party, and throw open the doors of the California Democratic Party.  It is increasingly clear that if we are to truly build a people-powered party that we need more transparency at all levels within the CDP. If we are to ask people to volunteer for our campaigns, shouldn't they know what they are signing up for? It's simply a matter of motivation, people are more likely to dedicate their time, effort, and resources to a party that explains their strategy to them.  This CDP should be of, by, and for grassroots Democrats as we attempt to ensure our collective success.

This people-powered party shouldn't simply exist to serve a legislative caucus or any particular donor, but rather to ensure that the collective action of thousands of grassroots Democrats can be heard.  This means truly opening up ourselves to introspection.  It means reviewing our processes to ensure that we are an institution that is seeking the best solution rather than the easy solution. It means recalibrating ourselves to overcome inertia in the service of positive change. After all, if there is one thing that term limits have taught us, it is that incumbency is ephemeral, values are permanent.

But reform is a two-way street.  In order to build a truly people-powered party, we must follow up by building a program to increase donations to the party from grassroots activists. As transparency can increase activism, it can also increase fundraising.  While nobody expects to compete with presidential candidates, the growth of online donations from Howard Dean to Barack Obama shows that there is money there for those who speak clearly and openly of their beliefs. The same is true of the CDP .  Grassroots donations will not come until the grassroots activists are completely assured that their money will be spent wisely and for their intended purpose of supporting Democratic values.  This is not an overnight process, but rather a long process of growing relationships and building trust.

One way of supporting those Democratic values is to invest resources to expand the reach of our Party and fully implement our 58-County Strategy. Despite any conventional wisdom to the contrary, we are capable of growing the Party all across the state.We should encourage the growth of our Democratic County Central Committees and support their party-building efforts, whether they be volunteer voter registration drives or the hiring of regional field organizers.  Furthermore, we need to field candidates everywhere, because, as Howard Dean said, we can't expect votes unless we ask for them.  We needn't limit ourselves to the Coast, because despite the attacks that our leveled against us, we are right.

We are right that we can't sell our civil liberties for a false promise of Big Brother providing us security. We are right that we all deserve access to health care without the concern of going broke (and then losing our homes to foreclosure). We are right that climate change presents to us a major and immediate challenge. We were right that Iraq was a war that should have never been authorized and never been waged. And we are right to provide the troops with all that we have promised, including quality health care and quality education when they return. Because despite the foolhardy nature of the mission, they have served admirably.  We are right that California, and the nation, need clean, publicly-owned, and trustworthy elections. And we are right that all Californians should be free to marry the one that they love.

We already have the capacity to make this a people-powered party. All the tools are already here. It's simply a matter of will. Together we can build this CDP into our CDP .  Over the coming months I hope to talk to any delegates and as many interested Democrats as possible to discuss these challenges to the CDP in more detail.  I do not take this lightly. I have considered this for a long time, and feel that I can provide value to the CDP in the role of vice-chair. My experience with Calitics has given me a catbird seat view of the issues presented to the CDP.  And I am confident that my education and experience as a lawyer and a policy analyst will be an asset to the party. I have experience working for and against statewide propositions, and understand the good, bad, and ugly of California politics.  I have high expectations for this party and know that we will always have more work to do.  I'm ready to do some of that work.  If you have questions, let me know. Are you running in a slate? In Michigan, if the Vhiar is male, then the Vice-Chair must be female.

There are actually 2 vice chairs in California. Under the new bylaws that were recently adopted, one is male and the other is female.  The 1st vice chair is the one who is of the opposite gender as the chair.

I am curious about a specific issue: endorsement rules.

What do you think about the party rules about endorsing incumbents? Should that be changed to get rid of incumbent-friendly rules, as many suggested happen after the Leno-Migden fight in March, or should we abolish endorsements in contested Dem primaries altogether?

But, the endorsement process is definitely a focus of the Rules committee right now. I understand why some folks like it, as it allows some interesting funding techniques for the endorsed candidate.  However, it also can have some pretty nasty anti-grassroots consequences.

Much of this is due to the make-up of the endorsing caucus, where electeds and nominees can appoint people into a contentious district. So, if we are to retain the endorsements, we need to fix the make-up of those endorsing caucuses to make them more representative. There are a number of ways you could do that.

On another front, the 75% threshhold for a non-endorsed candidate to overturn and take the endorsement seems a bit crazy. For example, Mark Leno got well over 70% on the floor, but wasn't endorsed.  That's kinda crazy.

There are significant discussions going on within the rules committee and among progressive Dems here in SoCal right now over the endorsement process, particularly the stacking of Democratic clubs to help incumbents or preferred establishment candidates.  Progressives are on this, and Brian is right in line with them.

One on the great things about how Brian has set up Calitics is that any Democrat came make their case for office or issue. We've had AD candidates to legislative to now even Party leadership candidates take advantage of this forum. What I'm hoping for is that those who run against Leubitz come by to announce (if it is more than a cut and paste of a press release, I'll bump it to the front page). Which is an important inversion if traditional assumptions about zero-net sum politics.

Brian gets that by empowering all we are all better off. And the role Calitics has played in utilizing the CDP's leadership in credentialing online press I believe to be a great treasure in letting those who can't attend conventions and meetings know what happened.

This is quite a period and Calitics is ground zero. Brian should be proud.

To paraphrase, there's nothing wrong with the CDP that can't be fixed by what's right with the CDP. I think Torres deserves credit for putting your over-educated, wonky ass on Resolutions so you have the experience to be a next generation leader. Also, since you are more of a fireman than a bridge-burner, I think you could do a great deal in helping the establishment realize the new energy is their friend and helping the new energy follow your path from volunteer to activist to delegate to committee to leadership. And since you have online skills, we'll get to read about the next stage in your journey. Good luck.

But couple it with a central valley venue for the other this cycle. Write a letter and post it on Calitics. Love it.

I'll write up a counter to play devil's advocate suggesting a mountain cycle.

Worst case scenario is a lot of people get to talk about some of their favorite places in California. And while Torres has to walk the line on stuff like holding DiFi accountable, I have a hunch he'd be into making location a conversation. Hell, I'd be interested in Torres writing about his top five convention location memories.

This conversation should go on. Even though the CDP is hopefully already in negotiations for next year, let's have the talk. More about future ideas than what is already in play. It will be fun and we will all learn more about what rocks in CA.

And Denver crew, get Torres to tell some war stories about conventions past.

So, if you want to vote for Chair and Vice-Chair (and you should want to vote!) you'll need to find some way on to the Democratic State Central Committee.  There are a number of ways you can do that. You can be appointed by an elected official or nominee, you could be appointed by your county central committee, or you could run in your assembly district delegate election.

Last year we had a bunch of Calitics users run for (and win) in their delegate elections.  It'd be great to see those numbers increase next year.

CDP badly needs leadership to make "bottom up" grassroots participation a critical force, not only in policy matters, but enven more critically, in actually taking action. Your talents,positive attitude and reasoned approach will be a welcome addition to the CDP leadership. I know you'll have the support of the Progressive community and many of the old liberal party hacks like me but I was wondering about your relationship with Labor. Many DSCC delegates come out of the various unions and take instruction on voting. As far as location is concerned,it's a logistic nightmare and probably an unprofitable use of time and energy to push for change in that particular area. Best of luck !

To qualify my self As a comunity activist I have been railroaded to prison twice and have dearly paid the price in politics. When I got out the second time. I was fed up with the minuplation of the prison guards union of Gray Davis. I went to Shawn steel with a recall idea on Gray Davis. I met with him 4 times where he teaches at Ocidential college. He took the idea and went to Issa and got the million. I don't want credit.

I am presently doing the recall of four republicans and went to Art Torres and couldn't get the time of day. when are we gonna get a leader that wants something other than to promote illegals for there vote. Him and Molina at the LA county board are as corrupt as they come and when I pulled molinas Financila intrest reports she owns stock in mexico phone companies and it's not Taco Bell.

Please give me some direction as I only have till nov 17 to turn in 78,000 signatures.
