Ellen's Enabling Escalation

The front page of today's San Francisco Chronicle features a piece by Marc Sandalow on the battle brewing over Bush's expected plan to escalate in Iraq (known as the McCain Doctrine, "When you're hip deep in shit, dig faster, until you're in over your head.")

Sandalow says:

If the president, as expected, announces his intention to deploy as many as 20,000 additional U.S. troops in Iraq, he may encounter widespread political and public defiance.

It will quickly test the new Democratic majority's capacity to stand up to the commander in chief in a time of war, and the ability of the legislative branch to seize control of the White House's controversial foreign policy. [...]

"We can see a major clash coming between a Democratic Congress and the administration on this very, very fundamental issue,'' said Bruce Riedel, a former member of Bush's National Security Council and now a fellow at the Brookings Institution. "Not only do most Democrats on the Hill oppose the surge or have serious doubts about it, but more and more Republicans have doubts about the wisdom of the surge.''

While "most Democrats" are smart enough to fight with Pelosi to oppose the escalation, there is one Democrat who already put together the necessary mechanics for such an escalation.

The problem for Bush (beyond the fact this is ridiculous) is that it is physically difficult, there simply aren't enough troops. Some are now saying the escalation may only number 9,000 because the early numbers floated of 30,000 to 40,000 were impossible.

Which is why talk of an escalation quickly resulted in the headline, Bush comes to Tauscher's way of thinking.

The problem isn't that we don't have enough troops, the problem is that we have too many troops in Iraq. But just as he did in the run-up to the war that Tauscher voted for, Bush is playing her as a fool.

Will she keep digging or will she finally start listening to people like Speaker Pelosi who have been right from the start?

Does she really think that giving Bush more troops will reduce the strain on the Guard instead of meaning more troops will be sent to Iraq?

Tauscher is with the leadership on this one (4.00 / 1)
Today on Face the Nation, Speaker Pelosi courageously spoke out against Congressional funding for troop escalation in Iraq.  But it's important to note that she simultaneously endorsed troop expansion.  A non sequitur?  Not exactly.

Pelosi also made the point that she supports expanding the overall size of the U.S. military -- but to address how stretched the military is because of the Iraq war and the extent to which it's made us less safe for any other defense imperatives that may arise.

"Democrats do support increasing the size of the Army by 30,000, the Marines by 10,000 to make sure we're able to protect the American people," said Pelosi, adding that it is important to protect all of our security interests "…wherever they may occur. That's different, though, from adding troops to Iraq."

Look, I'm no fan of Ellen Tauscher, but she's actually with the Democratic leadership on this one — as Josh Richman pointed out in the article which you cited, Tauscher's previous legislation in '03 and '05 was co-sponsored by George Miller.

Granted, the headline Bush comes to Tauscher's way of thinking is pretty juicy bait; but truthfully, it's important to understand that the Speaker herself is making a distinction between Iraq escalation and troop expansion. 

Now, if Tauscher comes out in favor of escalation...

What happens when escalation and increased troops become linked? That positions Tauscher in the lead for a "compromise" just like in the run-up to the war.

I think you need to update your talking points.

Here, for example, is a statement by Rep. Tauscher on Friday:

"I do not support adding any more troops for the President's failed policy, and I will tell him that.

Rather than replace the generals and combatant commanders who disagree with him, the President must take the advice of the Joint Chiefs and other military leaders, the Iraq Study Group, and the American people to change his failed strategy.

The only troop surge that makes sense when it comes to Iraq is a surge out."

I realize that the stories from December to which you linked better fit the narrative you are trying to create, but readers of this blog should have the benefit of up-to-date information.


I don't trust her accomplishing her goals (0.00 / 0)
She also said she wanted war as a last resort and then voted to give Bush a blank check that everyone knew would guarantee war. The problem is she is counter-productive and I'm worried where things are going to stand a few moves from now.

If Bush decides to surge, the military escalation bill Tauscher has been pushing is going to be a convenient vehicle and will give him the appearance of bipartisanship. Just because she says something doesn't mean she won't be used to enable the opposite.
