Brown's signature makes California Dream Act a reality

The California Dream Act is not quite the major reform that the Dream Act represents at the federal level, but it is a nice place to start.  There was some doubt as to whether Gov. Brown would sign the second piece of legislation, as there was a $14.5 million redirection of funds involved.  However, ultimately the Governor came to the right decision:

"Going to college is a dream that promises intellectual excitement and creative thinking,'' Brown said in a statement. "The Dream Act benefits us all by giving top students a chance to improve their lives and the lives of all of us.''

Under AB 131, illegal immigrants who are accepted into state universities can receive, starting in 2013, Cal-Grant assistance, which last year provided grants averaging $4,500 apiece to more than 370,000 low-income students.

The measure also allows students who are not in the country legally to get institutional grants while attending the University of California and California State University systems, and to get fee waivers in the California community college system. (LA Times)

While Rick Perry attempts to walk back his statement on stopping undocumented immigrants from attending universities at in-state tuition was "heartless)", it is good to see that in California we are going in the opposite direction.

This looks like a bill that has a symbolic impact disproportionate the the amount of money involved.  I can understand why the governor signed the bills given the politics.  Still the democrats may regret passing this if it ends up costing them in the next election. The republicans and Howard Jarvis folks now have a new, perhaps even popular narrative to use when opposing revenue measures and reforms.  I don't know how this bill will poll but I can only imagine the advertisements that will draw comparisons between the percentage increase in costs for UC / CSU attendance for in-state students and the percentage decrease for illegal immigrant students. Couple this with the impending trigger cuts which can be now be "blamed" on the dream act and you have a real mess. Yes I know this makes no sense given the amounts of money involved still it's going to happen.

outside of districts specially gerrymandered to protect republicans. only crazy rightwinger xenophobes are so ignorant as to believe that UC/CSU fees are going up because of students who came to the country as children without proper visas. that shit doesn't fly with the general electorate, that's why the GOP is hanging onto 1/3 of the state leg by their fingernails.

The Governor's Alleged Right Decision to Redirect $14M (0.00 / 0)
As a fiscal conservative, I am nonplussed by the left's need to spend precious economic resources on the post-secondary education of illegal aliens.  

Given the current Obama Administration crackdown on the California medical marijuana industry, it should be clear that the U.S. Government's relative tolerance of illegal immigration is subject to change.  So why do progressives want to subsidize the college education of "deportable" individuals who cannot lawfully work after graduation.  
Couldn't the $14M be better spent on social programs for lawful California residents?

You seem to believe that I overwhelmingly supported the bailouts... and believe our financial problems are solely the result of illegal immigration.... wrong.  But those are federal issues.

And you failed to answer the state question presented which was the issue in Brian's post:  Why should the State of California spend $14m on illegal alien college students who cannot use their degree to lawfully work?  Doesn't doing so suggest that all safety net and K-12 programs for lawful California residents are sufficiently funded?  Certainly you are not intimating that degreed illegal aliens without work permits are the future answer to the State of California's budget problems....?

It's a question of whether or not to charge in state fees for high shcool gradutes who graduated in state
I say charge them in state rates

Raise the educational level of this state
WHY charge more to those who can Least afford even the in state rates ?

I have two daughters in college
One at SF State and one at City College SF
I'm gonna have to pick up the tab for both
In State tuition rates are not cheap
Why charge those who can least afford it, the higher rates

Just common decency

And I don't worry about $14Million
I care about TRILLIONS in Handouts to banks

And, yes those children who graduate WILL WORK in California and contribute to our future

Taking From Needy Lawful Residents to Subsidize IIlegals (0.00 / 0)
Thank you for the more measured response.  I am not concerned about the AB 130 portion of the California Dream Act which authorized "private" college funding sources for illegal aliens.  But it is an affront to taxpayers when they are compelled to providing funding for illegal alien adults to attend college, and all the more so, when needed state services are being denied to lawful state residents.  For an analysis of details and pitfalls of AB 131 which is the taxpayer paid portion of the California Dream Act, see the following Los Angeles Times article:   http://articles.latimes.com/20...   I am fascinated that the current CalGrants and state scholarship type programs are intertwined with the federal program which, inter alia, requires disclosure of tax return information that may prove troublesome for illegal alien families.  So will California officials be creating some sort "separate but equal" stealth application process which will make it all the more easier to disenfranchise deserving and lawful California residents?  But the fundamental and unanswered question remains:  Is it acceptable for the State of California to withhold services to some needy and lawful California residents in order to subsidize college degrees for deportable individuals who are barred from lawfully holding a job?  

I do agree that the degreed individuals "WILL WORK", but do you contend that these degreed illegal aliens will be "taking the jobs that American refuse to work" which I often hear as the activist justification for their continued presence in the county.  If yes... that is a hard to swallow taxpayer of California vegetables and fruit.  On the other hand, if you agree that the degreed illegal aliens "WILL WORK" commensurate with their taxpayer subsidized degree, will it not most likely be at the expense of an degreed lawful California resident seeking the same position?

Additionally, I am troubled with your emphatic "WILL WORK" as it suggests that California can or should just ignore the federal prohibition against employment of illegal aliens.  And while an individual can fairly safely advocate such an opinion, a state that ever more openly asserts a position contrary to federal law runs the ever increasing risk of being the target of expensive federal intervention.  So to answer your question, do I believe illegal aliens, even degreed illegal aliens, might one day be rounded up and deported...?  Well... if the question was presented a month ago, I'd say that, as long as there was a progressive president in the White House, a massive roundup of illegal aliens was no more likely than a massive crackdown on California's medical marijuana industry...

Finally, I share your concerns about the federal bailouts, which incidentally was administered by the "yes we can" progressive in the White House.... But the topic presented in the original posting by Brian was whether Gov. Brown correctly signed AB 131.... But if you want to change the topic to federal bailouts, just wait until California needs one from whoever occupies the White House after January 20, 2013...
