Action: Start Rescuing California's Budget!

by: California Democratic Party

Thu Jun 24, 2010 at 13:01:10 PM PDT

By Mollie Culver, California Democratic Party political director.

On Monday, Democratic legislators in the State Senate unveiled their budget proposal.

Their budget joins the proposal Democrats in the State Assembly already submitted.  Both proposals would balance California's books without sacrificing protections for workers, consumers, or the environment.

Both proposals would also preserve essential elements of our safety net for people who have fallen on hard times.

Sounds good, right?  Needless to say, we expect Republicans to stand in unified opposition to these responsible budget proposals.

That's where you come in.

In a perfect world, a few Republican legislators would come to their senses and choose to do the right thing for California.

But if history is any guide, we sure shouldn't expect it -- so a public statement from every Republican about why they'd rather hold us all hostage than help govern our state is crucial.

That's why the first step to rescuing the 2010 California budget is for everyday Californians like you to call Republican legislators and clearly get them on the record - one way or the other -- so all Californians know where they stand.

Will you call a Republican legislator today and urge them to tell us where they stand on the Democratic budget proposals? See below for a grid of our progress and instructions for how to make your call, then report what the Republican you called says by leaving a message in the comments to this thread.

It's unfortunate that it has to come to this, but this is what it takes to pass a budget when a "superminority" of just over 1/3 can hold an entire state hostage.

Fortunately, this year there's something you can do about it.

Making calls is easy, and once you've called one Republican, you'll probably want to call a couple more. See below to get started.

California Democratic Party :: Action: Start Rescuing California's Budget!
Get a Republican On the Record About the Budget
  1. Select a Republican who hasn't given a statement yet from one of the grids below.
  2. Call the Republican's office and say something like this:

You: Hi, my name is [your name], and I'm calling to ask if [Republican's name] is planning on supporting the budget Democrats have released in [Republican's chamber -- Assembly or Senate].
Them: No.
You: Can you tell me why [Republican] would rather hold out than support the Democrats' budget?
Them: [Explanation]

  3. Post a comment below reporting who you called and what they said.

That's it!

Just called Nathan Fletcher's office. The dude who answered, Nick, said that it's a pretty big budget and they're still going through it and will probably suggest some changes, but haven't decided yet.

They said they'd email me more information when they can though, so we'll see.

Not an out-and-out NO, though.

I spoke to a staffer.  She said that Assemblyman Smythe has not had time to review the budget proposal.

Her commemment "We don't want to hold up the budget again this year.

This is brilliant (1.80 / 5)
I can't believe in seven years nobody conceived the strategy to ask Republicans where they stand. Not only will this guarantee a good budget, but we'll surely meet the June 15th Constitutional Deadline.

Repeal the commercial part of Prop 13 from 1978...

total game changer (1.60 / 5)
While I don't get why the CDP is only starting this long after the Constitutional Deadline to pass the budget, I am relieved that after only seven years of failure the CDP has finally come up with the brilliant strategy of asking the GOP where they stand. Democrats need not worry, we're in good hands.

Could you make a call? (0.00 / 0)
Hi Bob, you could actually help out quite a bit by calling Dan Logue, who I believe is your assemblyman, and getting him on the record.  Your call may not be a magic bullet, but I think it will be a much better use of your time than parking on this thread and leaving troll comments.

Thanks, Will.

P.S. for everyone: I also do some consulting for the CDP.

yes, Dan Logue is my member (1.00 / 3)
I can't think of anything that would be a worse use of your time than continuing to abuse the ratings system while embarrassing the California Democratic Party by making it look incompetent.

I'm glad the CDP is doing this organizing and hope it leads to an effective outcome.

You can check out any time you like but you can never leave

I think this just makes the CDP look pathetic (1.00 / 2)
But not nearly as pathetic as the CDP looks with the effort they've been conducting to hide comments.

What I would like to know, which was not explained anywhere, is what is the Theory of Change?

And that's all that I can remember. So someone can add that to the above list.

How will this effort help? (5.00 / 1)
My Assemblymember is Dave Jones.  The Republicans from surrounding areas are constantly "on the record" about everything.  You cannot get them to shut up.

We need for the Democrats to start talking.  Speaker Perez has made a good start by talking about the "jobs budget."  I hope Senator Steinberg can learn from him.

How will this effort help? (1.00 / 3)
Best question ever.

But one that you'd think would be asked before blemishing the CDP's reputation by doing something that has zero point.

This effort will help (0.00 / 0)
by hopefully creating something like a database of Republican responses.  We can then draw on that resource when pressuring final key votes in the legislature, pressuring the governor, etc. by using Republicans' statements against them.  Plus there's always the chance someone will catch a Republican saying something really nasty or out of bounds, which would really put them on the defensive.

So this is just the first battle in the bigger war over this year's budget, and we really appreciate the help from everyone who's jumped in so far.  Thanks!

what is the Theory of Change? (1.00 / 2)
I'm sad to see the Party is so out of the loop that it has to start from scratch after the Constitutional deadline to try and figure out which members are in play.

But this was even more surprising:

We can then draw on that resource when pressuring final key votes in the legislature, pressuring the governor, etc. by using Republicans' statements against them.  Plus there's always the chance someone will catch a Republican saying something really nasty or out of bounds, which would really put them on the defensive.

Do realize that members themselves don't answer the phone? And do you realize that people aren't recording these calls? And that leadership already had members equipped with a set response (see identical language in all three responses). So how do you expect to use statements given on the phone, by staffers, against Republicans to the point they flip their stance on the most important vote of the year?

I want to see the CDP succeed (1.00 / 4)
What I've asked is the Theory of Change. Which is a question that should never have to be asked by a person receiving an ask as it should be clear in the ask.

Come Wednesday at midnight, California is without a budget. And if California Democrats don't make big moves, we are going to end up with an awful budget, a Hooverite budget with billions upon billions in cuts. This is devastating, not just for California.

In today's New York Times Nobel prize winning economist Paul Krugman says, "budget cuts at the state and local levels" are taking us into what he fears is, "early stages of a third depression."

With these stakes, I am very disappointed that my Party is wasting time on an action that has zero plausible path towards helping pass a good budget.

Normally, in politics, you figure out what you need to accomplish, then think back from there to where you are to figure out how to achieve victory. This is how we plan elections and budgets are no different. Yet there seems to have been a breakdown in that process, as evidenced by this move. There was an additional breakdown evidenced by the CDP's attempt to censor content.

California Democrats need the CDP to play a role in passing an adequate budget. Hell, all Californians are relying upon Democrats to save the day. Yet the CDP is in the dark as to the swing votes, lacks the political understanding to come up with a move that would be of help, lacks the wherewithal to get more than 3 phone calls, and is so incompetent in online organizing that it is censoring content despite your average third grader knowing that's counterproductive.

And since John Burton doesn't use a computer, I don't think he has any idea how badly he looks because of the incompetence being posted under the name of the CDP.

Supporting Mollie (6.50 / 2)
Mollie Culver is one of the best things to happen to the CDP in years. She's worked her tail off to support candidates that would not have gotten so much as a phone call from the state party in years gone by.

I don't have a Republican representative in Sacramento--on either side of the capital building. And my experience is that nobody wants to hear from voters from outside their district. But surely more Calitics readers than this must live in Republican-represented districts. I think you should call if you do. It's about time the GOP knew we're watching what they do with our money and our state--like wrecking it!

what is the point? (1.00 / 3)
Yes, it is pathetic that only 3 members have been called. But that isn't a reflection on the audience, it is blaring alarm triggered by a situation where the people receiving the ask are smarter than the people making it.

There is no point in calling to ask where the GOP stands. A full 100% of the people who have wasted their time on this ask have found there was zero reason for them to do so.

The stakes couldn't be higher, yet the CDP seems to have no clue what they're doing. It has now been more than a decade since a budget was passed on time and we're in the seventh year of constant budget battle, yet all the state party can come up with is calling to ask where Republicans stand?

The saddest part is the wasted opportunity. People are desperate for some leadership, for a way they can actually help win the budget fight. Yet instead of providing a plan to be part of a winning effort, the CDP instead embarrassed themselves with this move? And then wallowed in their incompetence by trying to censor comments?

California Democrats deserve better. California needs better. The stakes couldn't be higher.

Please stop ranting and start proposing.

Since you know exactly what do do, please provide the correct theory of change, the best strategy to succeed and a tactical plan.

Thank you.

I'm not ranting (1.00 / 1)
I'm going to wait for the CDP to answer the question I asked and stop trying to censor before I make any suggestions beyond suggesting the CDP figure out how this went so wrong and take the appropriate steps to ensure something this bad never happens again.

Twitter: @BobBrigham

[ Parent ]
Yes you are ranting (5.00 / 1)
And I'm tired of it too. Be part of the solution. Organize something more effective.

Post it, put it out there. Show us how much smarter you are. See if you get a better response. At least the CDP tried to organize something. You haven't.

I'm also sure this isn't the only thing they're doing. This is undoubtedly just the grassroots outreach part. If John Burton isn't working the phones to Sacramento, I'll eat my hat. Doubt I'll have to though.

[ Parent ]
"At least the CDP tried to organize something"?????? (1.00 / 1)
That is their job. The problem is that what they did was actually counterproductive. Yes, their online game is so incompetent that it would have been better if they had called in sick.

Since this was posted on Thursday, more than half the time between then and the end of the fiscal year was wasted.

At this point, it's clear there is a far larger problem, as evidenced by this incompetence. I'll be part of the solution by suggesting the CDP figure out how people fucked up so badly under the CDP's name and how to ensure it never happens again.

Bastard Democrats of the Inland Empire (2.00 / 1)
Being a Progressive from the Inland Empire, a conservative bastion that Regressives try to make OC-lite, I am inclined to believe in statements made by Bob. What's the use of making these calls? The Regressives out here in the IE are truly Conservative and proud of it!! The only elected Democrats are those damned Blue Dogs that are really DINOs (see Joe Baca, Josie Gonzalez, Gloria Negrette-Mcleod, and Patrick Morris) in Progressive clothing. I don't see any usefulness in getting Robert Huff or Paul Cook on record when these areas are gerrymandered conservative bastions to begin with.

Our county may be blue but that was because of the hard work of OFA during the Obama campaign that is now largely a shell of its former self. In addition, we have a robust Tea Party to deal with. But we do have opportunity!!! Most of the '08 registration was in the High Desert which should help the 36th candidate and a bonified Tea Partier/Minuteman in the 59th. I could give a sh** about making the budget calls!! A full blown ground game is what's needed! Neighbor to Neigbor, phonebanking, registration efforts, and Progressive Unity; this is what wins elections!!

Our Central Committee is still wondering when we are getting MOE from the CDP, but I know they will not come through. I don't rely on the establishment because they are busy protecting seats. And that's OK!

We are the Bastard Democrats of the Inland Empire who are Agressively Progressive and ready to kick some a** and take some names.

Equality, Sacrifice, Common Good

Jeff Denham, 12th Sen district (8.00 / 1)
Woman named Jan in his office said Sen. Denham is opposed to the Dem budget proposals. She quickly amended that to say he would not have a position until a final proposal is put forward.

Extra credit: Jan has no problem with 1/3 of the Senate being able to block any budget or revenue increases. She doesn't want her taxes to go up. Sounded pretty dug in on that position.

Disclosure-- my son does some consulting for the CDP.

Thanks, DBunn (0.00 / 0)
Jeff Denham is definitely one we want to know about!
