League of Conservation Voters Greenwashes Feinstein's Environmental Record

The California League of Conservation Voters (CLCV) on Monday greenwashed the environmental record of Dianne Feinstein by praising her for earning a 100 percent score in the national League of Conservation Voters' 2009 National Environmental Scorecard, even though Feinstein has collaborated with Governor Arnold Schwarzenegger in campaigning for the construction of a peripheral canal and new dams that would seal the doom of California's imperiled Central Valley salmon and Delta fish populations.

Feinstein is now sponsoring an amendment in the Senate, at the behest of Westlands Water District, to strip protections under the Endangered Species Act (ESA) for Sacramento River Chinook salmon, Delta smelt, Central Valley steelhead and the southern resident population of killer whales. She has persistently lobbied to increase water exports to subsidized agribusiness interests that irrigate toxic soil on the west side of the San Joaquin Valley.

After receiving a letter from agribusiness giant Stewart Resnick of Paramount Farms, Feinstein also pressured the Obama administration to convene an "independent" panel of the National Academy of Sciences to review the biological opinions for Delta smelt and Central Valley salmon in January.

Yet CLCV CEO Warner Chabot gushes over what a great "environmental leader" that Feinstein is. "We applaud those members of the California delegation who fought in 2009 to bring clean energy jobs to the state and reduce our national dependence on foreign oil, particularly Senators Barbara Boxer and Dianne Feinstein and the 23 members of the House of Representatives who received a perfect score for their environmental votes," said Chabot. "The 2009 Scorecard clearly exposes numerous other legislators for their terrible voting record and willingness to put corporate polluters and other special interests ahead of a cleaner, more secure energy future for California."

The salmon collapse, spurred by increased water exports to Feinstein's corporate agribusiness buddies, has resulted in the loss of 23,000 jobs to coastal and inland communities in California and Oregon. The Sacramento River fall Chinook salmon run reached a new record low of 39,530 fish in 2009.

Rather than praising her, the CLCV could have used the release of this so-called "scorecard" as a chance to ask Feinstein to do the right thing and abandon her campaign to destroy the California Delta and West Coast salmon fisheries. But instead, they portray Feinstein and Boxer as "environmental heroes." If the CLCV and the LCV are so wrong on Feinstein's environmental record, doesn't that cast into doubt their ratings of other Senators and Representatives?

Even Steve Maviglio, the principal of Forza Communications, a Sacramento-based public affairs/campaign firm, admitted in his blog on the California Majority Report, "Despite her anti-solar and anti-water quality efforts, Sen. Dianne Feinstein scored 100 percent, along with long-time economic champion Sen. Barbara Boxer."

If Feinstein is so "anti-solar" and "anti-water quality," could there be an inherent flaw in the way that the scorecard is compiled? How can she possibly receive a 100 percent rating if she is so consistently against solar energy and clean water?

Greenwashing bad environmental policy is nothing new to the California League of Conservation Voters, an organization that styles itself as "the non-partisan political arm of the environmental movement in California." In November, CLCV joined the Natural Resources Defense Council, Environmental Defense Fund, Audubon, The Nature Conservancy and Defenders of Wildlife in support of the water policy package that creates a clear path to the construction of a peripheral canal and new dams. The majority of the state's environmental groups opposed both the water policy and water bond bills because they feared their passage will lead to the extinction of Central Valley salmon and Delta fish populations.

"This historic package includes strong protections for the Delta as well as landmark Delta ecosystem protections, conservation and groundwater monitoring measures," claimed Warner Chabot. "While not perfect, this package provides a strong basis for critical reforms to California's complex water issues."

The CLCV "leadership" also adamantly supports Governor Arnold Schwarzenegger's fast-track Marine Life Protection (MLPA) Initiative, a cynical attempt by Schwarzenegger to greenwash his deplorable environmental record. A coalition of North Coast environmentalists, fishermen, Indian tribal members, seaweed harvesters, cities and counties has strongly criticized the privately-funded process for conflicts of interest, mission creep, the corruption of the democratic process and wholesale violation of traditional tribal seaweed harvesting and fishing rights.

If you are appalled as I am by CLCV and LCV praising Feinstein's environmental record at a time when a broad coalition of fishermen, environmentalists and Indian Tribes is protesting her war against salmon and salmon fishermen, I urge that you contact them now. Even more importantly, call Feinstein's office and demand that she withdraw her salmon killer amendment to the jobs bill.

The 2009 Scorecard includes 11 Senate and 13 House votes dominated by clean energy and climate change but also encompassing other environmental issues such as public lands, water and wildlife conservation. In California, 23 House members and both Senators earned a perfect 100 percent score in 2009, while nine House members received an abysmal 0 percent. The average score in 2009 for California members of the House was 63 percent.

"The 2009 National Environmental Scorecard illustrates the extent to which the Obama administration and the 111th Congress began to move our nation towards a clean energy future that will create new jobs, make America more energy independent and curb global warming pollution," said LCV President Gene Karpinski. "However, it also makes clear that there is still much work to be done, first and foremost to finish the work started in the House by swiftly passing a comprehensive clean energy and climate bill in the Senate."

LCV's Scorecard, not CLCV's (8.00 / 1)
I suspect Mr. Bacher is deliberately attempting to confuse readers in order to promote his own agenda.

The national League of Conservation Voters (LCV) announced the results of the National Environmental Scorecard yesterday. Each year, CLCV (the California League of Conservation Voters), like state leagues around the country, helps release LCV's Scorecard to the public in our state in order to raise awareness about the national Scorecard and the performance of the California delegation.

Both Senators Dianne Feinstein and Barbara Boxer, along with nearly two-dozen members of the House, scored 100% on legislation considered a high priority by the national League. These scores and the pro-environment, pro-clean energy votes they represent are worthy of recognition. However, our praise for these members of the California delegation doesn't necessarily mean that CLCV agrees with every action taken by every member of the delegation.

CLCV does not score members of the Senate or House of Representatives. Our annual CLCV California Environmental Scorecard records the votes of the governor and members of the state Assembly and Senate on priority statewide legislation that impacts the quality of the environment and public health in California. For nearly 40 years, CLCV has used the California Scorecard as an important tool to hold lawmakers and the governor accountable for their environmental votes.

We are always eager to receive feedback from Californians who care about the environment, whether or not they agree with us. I'd also like to point out that Dan Bacher also misrepresents CLCV's position on the water policy package last year. Along with almost all environmental organizations in California, CLCV rejected the controversial $11 billion bond measure. For the record, one more time, Mr. Bacher: CLCV did NOT support the water bond. The bond included the opportunity for funding of expensive and inefficient new dams and reservoirs, which CLCV does not support. I have corrected Mr. Bacher before, but it appears he is going to shamefully keep repeating the same lie over and over again to intentionally mislead people who care deeply about the environment in an attempt to harm CLCV's reputation.

You are dancing around the key point of my article - that for anybody to give Feinstein a "perfect" environmental score at this time flies in the face of political reality. It doesn't really matter whether LCV or CLCV developed the scorecard!

For Chabot and CLCV to praise Feinstein when she has taken a series of aggressive actions over the past two years that will seal the doom of California fish populations boggles the mind. It is insulting to all of the members of the environmental, fishing and tribal groups who have worked so resolutely against the peripheral canal and Feinstein's amendment to increase Delta pumping to corporate agribusiness to praise Feinstein for being an "environmentalist."

And your point about CLCV supporting the water policy legislation but not the water bond may be technically accurate, but very deceptive. The water policy/water bond legislation was pushed through the Legislature as a package. The water policy bill creates a Delta Stewardship Council. Four out of seven of its members will be picked by Schwarzenegger - and Schwarzenegger will definitely appoint pro canal members. You support for the water policy bill translates into support for the peripheral canal, whether you are willing to admit it.

You and your supporters fail to address this essential point. You are so hopefully enmeshed with the Democratic Party establishment - and the failed environmental policies of anti-environmental Senators like Feinstein - that your scorecard is rapidly becoming a joke.

As Bill Jennings, executive director of the California Sportfishing Protection Alliance said so succinctly, "praising Dianne Feinstein for being an environmentalist is like praising Genghis Khan for being a peacemaker."

There's no dancing going on. The dance is yours as your continue to "greensmear" good organizations and committed activists like CLCV's Warner Chabot who don't swallow your narrow view of the world (hook, line and sinker). The point of an environmental Scorecard, whether it's CLCV's or LCV's (and yes, it DOES matter who develops it -- we are two separate organizations with distinct missions) is to score elected officials on multiple important environmental votes within a specified time period (in this case 2009).

Because of your very specific interest (some might call it an obsession) you would score everyone on one issue alone, all other pro-environmental actions be damned. (And somehow that makes Senator Feinstein Genghis Kahn? Are you kidding? It smacks of the absurd comparisons of Obama to Hitler made by extreme right-wingers.) CLCV stands by our praise for all of the 100-% scorers in the LCV National Scorecard.

1994 Bay-Delta Accord Set in Motion the Delta's Destruction (0.00 / 0)

Wow, it's very clear that you haven't spent ANY time fact checking this list.

First, these are bullet points for actions taken over the past two decades. I thought the purpose of the scorecard was to score her record for 2009?

Second, the first bullet point that is listed as an environmental accomplishment of Feinstein's is very revealing. She is praised for:

"Convening the discussions that resulted in the 1994 Bay-Delta Accord, which established three goals: developing water quality standards to protect the estuary; coordinating operations of state and federal water projects, and developing a long-term solution for the Delta."

Do you have any clue what is the result of the water policies implemented by the 1994 Bay-Delta Accord? Look at 2010!

• Salmon populations have declined to the lowest levels in history, due to record pumping of water to corporate agribusiness and Southern Californian and declining water quality that was authorized under the accord. The Central Valley fall Chinook salmon run collapsed to 39,500 in 2009, a new record low.

• Salmon fishing has been closed on the ocean for two years and the season is almost certain to be closed this year. The Central Valley rivers were also closed, with the exception of a brief six week season on a small stretch of the Sacramento River. The result is 23,000 jobs lost to the California and Oregon economy.

• Delta smelt, longfin smelt, American shad, striped bass, threadfin shad and other species have declined to record low levels, due to the record Delta water pumping that was authorized by the accord.

Feinstein, the Department of Interior and then Governor Pete Wilson, by engineering this accord that enshrined the co-equal goals of ecosystem "restoration" and water supply, set in motion the policies that have resulted in the current ecosystem crash.

In addition, the accord's organizers invited a few select environmental NGO's to participate in the water deal  and completely excluded California Indian Tribes, commercial fishermen, recreational anglers, Delta farmers and environmental justice communities from the process. This was environmentally injust and racist, in my opinion. You can't reach any just solution to California's water problems when you exclude the folks most directly impacted by water policies.

Feinstein and groups that so adamantly support her like CLCV and LCV are in fact green washing her abysmal record regarding California water when the first bullet point cited as proving her "committment" to the environment is something that she should be ashamed of.

In summary: the 1994 Bay-Delta Accord set in motion the Delta's destruction.

How can you justify your support of the horribly failed Cal-Fed process that put the Delta ecosystem and Central Valley fisheries in jeopardy as a result of the convening of the Bay-Delta Accord?
